Paulding Light Mystery Solved:

In 2010, students from Michigan Technological University, Society of Photo-Optical Instrumentation Engineers named as SPIE used a telescope to observe the light and they found that the lights are from the highway, and they are clearly able to see the vehicles and also 'Adopt a Highway' sign. Also they recreated the same lighting pattern by driving a car through a specific location on US 45. And they checked it with the multicolored patterns (police flashers). They theorized that the stability of an inversion layer allowed the lights to visible the lights from a stretch of highway 4.5 miles away.
